Yep, I had this thought right after posting. There's going to be riots over SCOTUS, baby formula, food shortages, heat waves, wildfires, vaccine rations, nursing shortages, all kinds of chaos. Sort of telling that instead of using the money to deal with these problems, he's just going to deal with the unrest.
